could it be fungus?

Hi everyone :) I've had Noel a couple of months now and for the past month I've noticed each of his first toes on his back feet are bright red, have very little hair. I pushed on them earlier and it seemed like they were a big scab ready to come off at any moment  :-\ He's in a cage with a drop down pan, although I did have him in pine shavings for a while. I'm thinking it's fungus, what do you think? Any suggestions would be very appreciated.

I'm not a lot of help as I haven't seen it yet myself.
I would rub a little athletes foot powder on them to see if that will help clear it up.

You need to sterilize the cage and the dust bath because if you don't, the spores can reinfect the chin. Then you can put some anti-fungal in with the dustbath and clean out the dust bath everytime until the fungus has completely cleared up.
