You should put it under the wire or you will have a mess trying to clean the cage.  You do need to offer an area for your chinchilla to rest its feet off of the wire.  This could be a piece of pine wood, a piece of tile, or a house it can climb on.

i read that they like burrowing in the chips, so i feel like yeah, it would be messier but would it be worth it?  where do you buy safe wood to put in your chin cage?  right now i have cardboard in there (along with a chin hut and leapin ledge

They do like it, but you would normally get a solid bottom cage if you wanted your chinchilla right on the shavings.  Its going to be really hard to clean otherwise.  You can buy shavings at any pet store as well as most super stores like Wal-mart and K-mart.  Stay away from cedar.  You can use Kline dried pine or aspen.  If it comes in a plastic bag cut it open longways as soon as you get home and let it air out before using.  You don't want to use strong smelling shavings in a chinchilla cage.

Petco has the bedding you need. Aspen is the best from what I see..they like it a lot and its chin safe. I would put the bedding under the wire if you have a removeable pan...makes it easier to clean..but do make sure you have places for them to rest as well
