Try stuffing a hand full of hay in a toilet paper roll and giving it to him that way.  He can get the hay out of the sides but can't potty on it

i've got a 'hayrack' for my chinchillas.  you get them at the pet store and are hung inside the cage.  that way the chin. pulls downs the hay as he eats it.
as for the diarrhoea type pee, i don't know!  definitely do some internet research and maybe give the vet a call.  most vets are happy to offer advice over the phone (free!)

yah if he has diareah you dont' want to let that go for long... it could prove to be dangerous.

and with the peeing on the hay.. yup.. if it's in a dish, they will poop and pee on it.... ugh!!!

I wasn't able to find a hayrack so I went down to home depot and got a aluminum dryer vent cover.  I took it apart and it ended up having tabs.  I placed it in the outside of the cage and place the hay in.  They sit there all day pulling the hay between the bars.  It's great and fun to watch, plus it ensures that they won't do that.  Ironically, in their house hay doesn't last long!

i use to put the hay rack outside the top shelf of their cage and they loved to pull out the hay and make their own "bedding of hay" and pee on it  lol... now i have it down at the bottom of the cage because i don't want their ledge to be soaked with pee.
