I found a weird bump on Snickerdoodle's belly. What could this be? I don't know for how long it has been there because he has only started letting me touch his belly in the last few months.

Is it big enough to see or just something you can feel.  How big?  Where on his belly?

He won't let me push the fur aside to get a look at it. It's on his lower belly.

There are a number of things it could be including matted fur or something tangled in the fur. You'll need to pull the fur back and see what the skin looks like underneath. You may need to get someone to restrain the animal while you dig through it under a bright light.

Male chinchillas have internal testicles.  If the lump is near his penis this could be what you feel.

It's a tiny bump. And I didn't know that; I thought they were outside.

If its a tiny bump it wouldn't be the testicles.

Do chins have belly buttons?

All mammals have belly buttons. On animals they are difficult to locate. I doubt you'd be able to find it unless you shave his fur off!
I think you are feeling the area where the testicles and epididymus are located. My chin has a bump there as well.
