I know this question is odd but I've never own a chinchilla before this one is my first. His testicles seem to be kind of large for his small size, is this normal?

Your description is pretty subjective. You'll notice it is more prominent when your pet is active and has a higher body temperature. Here is a photo you might be interested in. He is a healthy male chinchilla on a flatbed scanner

LOL! One of my boys has bulging testes all the time.. pic attached. Mitty isn't as fired up as Muff (in terms of activity and personality). It's normal, and depends on your chin.

I haven't really noticed but size is subjective.  Rodents do tend to have relatively large scrotum.
