Is it safe to use the new 99.9% dust free tidy cat natural?? I usually use the good bedding but they kick it out everywhere.

Wow... a lot of good information. I have 2 chins brothers. My question is has anyone used the new tidy cat natural  litter?? Its very fine cedar and corn natural and says 99.9% dust free. I usually use something else but they kick it out everywhere. So question would it be safe to just use a minimal on the bottom of enclosure?
