What is the skin flap by the anus?

Sorry if this question has already been asked, but I have always wondered what that skin flap was right by the chinchilla's anus. It is seen in both males and females. For the longest time, I thought it was a penis until I've had female chinchillas and noticed they have them too.

in males it is the penis sheath which houses the penis - if you do have a male, you need to roll that down gently and check for hair rings regularly.

in females it is the urethral cone.

so they both pee through it, but you need to pay it more attention if you've got a boy :)

Ok, thanks! I know that for the females it's closer to the anus, and the males there is a space between the anus, but I could never figure that organ out until now. Thank you !
