I'm not so sure about the soap and water method, as mold grows due to water. Use disinfectant wipes (I just checked mine, it is safe for tables and desktops.) Its probably finished, or at least treated or it would smell just like a tree. As for the sanding, I would go to home depot or lowes and talk to the people there, I've always gotten great advice. You probably won't have to sand much, if any..I would try the wipes first since it should kill everything on contact. Then wait a few days and smell it again so you won't have to try to distinguish any mold smell from chin urine.

And yes you would be able to smell the mold. It would either smell sharp, like ammonia, or very musky. While not all mold smells like this, I'm positive that common types do so chances are you'd smell it.

Looking at the photos it appears that the surface is in good condition. I just don't think there is mold. If it was peeling and rough and you couldn't get underneath of it that is one thing but it looks smooth and hard. A scrub brush or scrunge pad should get rid of the film and the smooth surface will dry properly after it's washed.

So I could actually leave this stuff be with a disinfectant wipe then right?  The chin urine smell doesn't really bother me. It is only noticeable if my nose is right there.

Gray what film are you talking about? Are you talking about the uric crystals on the box?

Yes a disinfectant wipe should do (I would use wipe over spray since your chins are right beside it).
I got my wipes at Walmart for something like 2 or 3 bucks, and it kills 99.9% germs. After that you can wipe off the plastic covers with a damp towel, or just rinse it off!
