Ferret nations are the most popular cages for chinchillas.  Generally doubles but a single level is fine for 1 chin if you are pressed for cash.  Usually people replace the plastic floor pan with metal ones from bass equipment, the plastic shelf with pine board shelves, and don't use the ramps.  You can though just wrap the plastic pans with fleece and use that as both an anti pan chewing system and all the bedding they need.  Chins and plastic do not go together.  Most any other cage will be nearly as expensive with less space and more plastic.

This is the one i had been thinking of getting her. http://www.amazon.com/Prevue-Hendryx-485-Products-Hammertone/dp/B000QFMYWQ/ref=sr_1_1?ie=UTF8&qid=1396978210&sr=8-1&keywords=chinchilla+cage.

Would this be ok? If so how to I make the wire floor flat so she does not mess up her feet?

Chins can have a wire floor so long as they have a way to get off it.  I usually cover the floor in fleece though and just wash it once a week.  Some use ceramic or marble tiles to cover most of it.  It does slightly increase the need to sweep around the cage because then there is no edge to hold in the poop but chins generally throw their poop everywhere even with a pan in the cage instead of a flat floor.  All those shelves will likely need replaced with wood and fleece items and the ramps removed completely.

Definitely remove any ramps from a chinchilla's cage. That goes the same for your rats if they have them. Wire ramps and wire shelves are notorious for breaking legs and feet and killing small pets. It is a very common problem I hate to say. They get hung up in them when jumping over the edge. Wire floors are fine as long you have lots of wooden shelves.
